Trump's Progressive Alarm Misses Europe's True Threat: Technological Decline.

The recent US national security strategy presents a misguided assessment of Europe. The document asserts that unrestrained immigration and what it terms "progressive" agendas pose an grave threat to European civilization. Yet, this perspective rests on a fundamental misinterpretation of the reality. The actual challenge confronting the EU is not cultural but technological and economic backwardness.

A Glaring Economic Gap Separating Europe and the US

The data reveal a stark picture. Between 2008 and 2023, US GDP grew by 87%, while a mere 13.5% growth for the EU. During this period, European income per person dropped from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a higher per capita income than major European economies like France and Italy.

Today, about half of the world’s 50 largest tech companies are US-based, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

This widening economic gap stems from superior efficiency gains in the United States, fueled by technological innovation and better use of resources. The landscape of global tech leadership is decidedly US-centric. Over the past five decades, 241 US firms have scaled into enterprises valued at more than $10bn, versus only fourteen in Europe.

This disparity prompts a pressing issue: In the race for future industries like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely concede it is essentially a contest between two between the US and China, with Europe starting at a clear handicap.

Underlying Factors of Europe's Innovation Gap

Several key reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for financing new ventures. The EU still lacks a true capital markets union, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper Europe. A US startup can launch a product under one set of laws to access a consumer base of over 330 million. The EU, despite a bigger population size, is split among 27 different national regimes, creating significant market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in defense has eroded its ability in pioneering research.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, there are reasons for optimism. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Notable analyses on EU competitiveness and the single market highlight the need for major reforms.

Given appropriate incentives and regulatory reforms, these assets might enable far greater levels of commercial innovation.

Europe still possesses considerable advantages: skilled workforce, top-tier education systems, and world-class research institutions. Coupled with a vast domestic consumer base and high savings rates, these foundations have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge tech, it can still dramatically boost productivity by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. However, if it fails to take decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
